The picture output is blocky or garbled.

Try recording with a different quality level. Lower quality levels such as "Basic" compress the picture significantly and the picture may seem blocky.
Check that the problem is with TiVo and not your source. Try recording using your video as well as TiVo. If you see a block / garbled picture when viewing through TiVo, see if your VCR recording also has this. Try connecting your source straight to your TV.
If you have upgraded the capacity of your TiVo by fitting new hard drives, these might not be the same specification as the original drives. Try replacing the original drives to see if this cures the problem.
Your hard drives may be failing or have bad areas. If you have been considering upgrading your hard drives now is a good time.
If TiVo's menu's show a double or echo image, this may also be caused by hard disc errors. This issue is discussed in this bug report (opens in a new window).
